INTRODUCTION
After many years of hard work and perseverance,
the residents at Park Village, home to over 200 Cambodian
refugee families, realized their goal of buying the apartment
complex. Park Village is a unique model of affordable housing
ownership, involving the partnership between APSARA, the
resident association at Park Village, and RCHC, a regional
non-profit affordable housing developer.
OWNERS
Asian Pacific Self Development
and Residential Association, APSARA, established in 1989,
is a membership organization of resident households at Park
Village apartment complex. Its mission is to provide leadership
for the residents by collaborating with the larger community
to provide a safe, positive environment that promotes economic
independence. Resident committees established by APSARA provide
recommendations to the Park Village Apartment board on decisions
regarding the management of the complex. Rural California
Housing corporation is a nonprofit affordable housing developer
with 30 years of experience working in fourteen Northern California
counties. The organization recently celebrated the construction
of its 2000th self-help home for low income families. RCHC
has thirteen rental housing projects in various stages of
development. Its diverse programs which benefit low income
households include: single family self-help housing development,
multifamily rental housing development and preservation; rehabilitation
of single family homes; and community development programs.
PROGRAMS
Since its inception in 1989
tax-exempt non-profit, APSARA has organized educational opportunity,
leadership, and economic development , and cultural events
to enhance residents' self-sufficiency.
